BVU · Building Volume Utility
BVU
Building Volume Utility proposes an asset-locked regional utility for the shared building, with personal control of the home and a capital charge that ends when repaid.
01 — The proposal
Personal value stays personal
Kitchens, bathrooms, finishes and internal services after the agreed connection point belong to the home layer. Owners could improve their homes within a published technical envelope, using ordinary building control. The utility would not capture the value of those improvements or increases in the home's market value.
A building that is looked after together
The shared infrastructure would include the site interest, frame, facade, roof, common areas, lifts, life-safety systems and central services up to each home's defined interface. Specialist engineering teams would inspect, maintain and repair these common assets under the utility's responsibility.
Repayment has an end
The building charge covers capital repayment alongside building maintenance and repairs. Once the capital is fully repaid, the capital component is removed. Only building maintenance and repairs charges remain. This rule is central to the proposal. No amount, repayment period or tariff has been established, so BVU does not yet offer a price comparison or household savings estimate.
Choose the service relationship
A default provider would be available on moving in, with the ability to switch. Competing licensed providers would handle billing, communications and appointments over the common building network.
